Dan Stratan
CEO & Founder
A visionary leader with over 30 years of professional experience in advisory, M&As, management consulting, and capital markets, Dan Stratan has been driving the RCI Holding companies’ growth and performance excellence with a disruptive strategy and a 360 value proposition to the clients. His entrepreneurial spirit has been a driving force behind the success of over 25 companies across industries, ranging from transport and civil infrastructure to energy, environment, IT, public relations, and defense.As a former Director at Merrill Lynch International London, Mr. Stratan led the bank’s operations in debt capital markets, equities, and M&A across 18 countries. He has successfully implemented the Romanian sovereign buyback (Eurobond and Samurai), the Bulgarian sovereign debt buyback from former COMECON banks (IBEC and IIB), the Ukrainian debt restructuring (Paris Club and London Club), the Republic of Moldova debt buyback (Gazprom bonds and sovereign Eurobond), the Romtelecom debt restructuring, and the landmark RENEL debt exchange into CONEL Eurobonds—the first-ever Eurobond restructuring in Europe.
Mr. Stratan has been a key player in major M&A transactions across CEE and is currently advises on significant utilities deals, including PPC Greece’s acquisition of Enel Romania and multiple renewable energy projects in the region.
Cristina Popescu
COO RCI Holding
With over 30 years of professional experience, out of which 15 years of experience within RCI Holding, Cristina has demonstrated exceptional leadership and expertise. Additional to her role as the Holding COO, Cristina is the Managing Director of Ciga Energy SA and Leader of the Energy practice in the RCI Holding, and she played a crucial role in driving the group’ success in the sector.
Cristina's extensive background includes roles as Country General Manager at MVV Decon GmbH and Energy Consultant at Electrabel Belgium and Ecorys UK and her international consulting offered her deep understanding of the utilities sector including electricity, water and wastewater, gas, solid waste, and district heating.
Some of the most important projects she oversaw are in the electricity distribution sector, having helped guide the Digital Transformation of important Distribution Systems Operators in Romania and in the CEE Region, including through “first-mover” projects that created benchmark-setting advantages for those clients – all recommended her as a top tier leader of complex and high stakes projects.
In her new role, Cristina will be collaborating with the CEO to set and drive organizational vision, operations strategy, and hiring levels. She will translate strategy into actionable steps for growth, oversee company operations and employee productivity, and ensure compliance with business regulations.
Cecilia Pana
Chief Growth Officer Romania
Cecilia Pana is a seasoned executive with over 25 years of experience in business administration, growth strategy, corporate finance and business development across the banking, energy and consulting sectors. As Chief Growth Officer at RCI Group, she drives strategic expansion initiatives, business transformation, and high-value partnerships across the group's 17 companies, covering financial advisory, energy consulting, project management and engineering services.
With a track record of executing high-impact commercial strategies, Cecilia has successfully led national sales and business development operations in banking and energy, driving revenue expansion and operational excellence. She has held executive positions in financial and energy corporations, including E.ON, Nano Energies, Eurobank and worked as Senior Sales Manager at Alpha Bank, Citibank and Societe Generale.
At RCI Group, Cecilia plays a key role in enhancing cross-company synergies, implementing governance structures and optimizing commercial strategies, contributing to clients’ portfolio expansion.
As CEO of Evolve Energy Management Solutions, part of RCI Group, she leads efforts in energy efficiency, energy aggregation and flexibility services, leveraging advanced analytics and digital platforms to optimize energy asset management.
Silvia Dulgheru
Chief growth officer international
With over 22 years of professional experience, Silvia brings a wealth of expertise in Consultancy, Sales, Business Development, and Operations Management. She has a strong background in Strategic Planning, particularly in market penetration and development across diverse countries by cultivating Strategic Partnerships.
Prior experience includes management roles within the European divisions of two of the largest project and construction management global organizations: WSP (former Berger) and Hill International Inc, where Silvia acted a trusted company representative for Europe and Central Asia business development, engaging in executive client meetings, negotiating with partners, and fostering relationships with diplomatic missions.
She has successfully coordinated and led multi-cultural regional teams, driving business development, Go-to-Market strategies and operations administration, high level reporting, and ERP system implementation with a focus on Client Relationship Management.
Her expertise also includes brand administration, marcom, organizing conferences, events, and training sessions. As an active member of several Business organizations, Silvia is a passionate advocate for increased CSR and the empowerment of young entrepreneurs in leadership.
Frank Hajdinjak
Chief Strategy Officer
With over 35 years of experience in the energy and automotive sectors, and a strong background in general management, organizational development, leadership, and performance management, Frank Hajdinjak was appointed RCI Holding Chief Strategy Officer. Previously, Frank was the CEO of CIMA Data Analytics, one of RCI Holding companies, Chief Strategy and Transformation Officer at Adrem, Controlling and IT Management Consulting within Ruhrgas AG, Project Manager at Ford Motor Company in Germany, and for 15 years CEO at E.ON Romania.
His expertise covers development and scaling-up of new business lines, business transformation, customer experience, IT Consultancy, Agile, LEAN, and operational excellence.
In his new role, Frank will focus on developing a group strategy with a three-to five-year perspective and creating a financial plan for future implementation. He will play a direct role in strategy implementation, facilitate collaboration between business lines, and help communicate the strategy across the organization.
Frank will also identify potential capital projects, joint ventures, M&A targets, and other strategic opportunities, as well as assess risks involved in the strategic plan.

Andreea Nita is a legal professional with over 14 years of experience across a wide range of practice areas, including corporate law, Mergers & Acquisitions (M&A), energy, insurance, and litigation. Throughout her career, Andreea has advised a diverse range of clients, offering strategic legal counsel on complex matters, with particular expertise in Contracts & Agreements, Corporate Law, due diligence, and litigation.
She is a graduate of the Bucharest School of Law, where she obtained her law degree and a Master's degree in Criminal Proceedings. This strong academic foundation, coupled with extensive practical experience, allows Andreea to offer insightful and effective legal guidance.
Andreea is a member of the Bucharest Bar and the National Union of the Romanian Bars, where she upholds the highest standards of professional and ethical conduct.

With over 20 years of senior management experience, Agatha Peptea is specialized in driving strategic change and sustainability initiatives within the energy sector. As Strategy & Sustainability Director at E.ON Romania, she led a multidisciplinary team in aligning company strategy with industry shifts, driving growth opportunities and managing the complex risks that might appear in a regulated environment.
Her expertise spans strategic planning, ESG & sustainability, performance management, and customer engagement, demonstrated through various achievements (increase in customer satisfaction, increase in employee satisfaction, improvement in operational & sustainability KPIs).
Holding an MA in International Accounting, Agatha also champions transformation programs for both electricity and gas, networks and customer solutions. and has led numerous successful initiatives to enhance organizational effectiveness.
Her passions for coaching, yoga, and psychology harmonize with her professional pursuits, driving holistic approaches to leadership and innovation.

Alina Iancu brings over two decades of HR leadership experience to RCI Holding, having held major roles in both global and local organizations such as adidas, Filip and Company, Xerox or Oracle. The diversity of sectors involvement enriched her perspective of human capital and resources optimization.
With a double specialization in Management and Psychology, her expertise spans companies’ human resources development, vital transformations, talent acquisition, while fostering high-performance cultures. Alina holds a deep commitment to leveraging coaching methodologies to drive personal and professional growth, aligning perfectly with RCI Holding’s vision for organizational excellence.

Silvia Trifu
Chief Financial Controller
Graduate from the Academy of Economic Studies in Bucharest, Member of the Association of Chartered Certified Accountants (ACCA), UK, Member of the Romanian Financial Auditors Chamber, CAFR, and Member of the Body of Expert and Licensed Accountants of Romania (CECCAR), Silvia brings 18+ years of experience in the accounting and advisory field, out of which 10 in Transaction Services department and 3 years in the M&A Tax team within KPMG and the latest 5 years as a financial consultant freelancer.
Her expertise spans from vendor and buy side financial due diligence projects for private companies by analyzing the company’s financial statements (i.e. EBITDA, net debt, working capital, cash flow, specific sales and costs analyses) to financial audit and performing financial management reporting.
Silvia has recently taken on the challenge as Chief Financial Controller for RCI Holding to reassess and redesign the financial reporting systems in order to support the growth strategy and enable decision-making process. In previous roles, she has been a Senior Manager for Transactions and Tax Advisory within KPMG and Senior Economist for Hidroconstructia.

With over 17 years of experience in the utilities sector, Roxana has extensive knowledge in gas, energy, water, sewage, and waste management. She also has significant expertise in procurement, having played a key role in various European-funded projects by developing and implementing efficient, regulation-compliant solutions.
As Head of the Procurement Department, Roxana leads a dynamic bidding team, driving the strategic planning and execution of competitive bids across rapidly evolving markets. Her experience spans creating procurement documentation, managing the entire bidding process, crafting compelling proposals, and cultivating strong relationships with clients and stakeholders.
Roxana is also highly experienced in evaluation committees, with a keen understanding of selection criteria and client expectations.
Her strategic, results-driven approach helps organizations streamline procurement processes, boost tender success rates, and maintain legal compliance, contributing to the efficiency and sustainability of energy and environmental sector projects.
